KAPA founder refuses to surrender - Video

Pastor Joel Apolinario, KAPA-Community Ministry International founder who was accused of initiating one of the country's biggest investment scams said he has no plan to surrender to authorities because of fear for his safety.

"Naniniguro lang po...Hindi naman sa diskumpiyado ako pero nananatili pa rin sa isipan ko ang aking kaligtasan," he told radio DZMM in an interview. (I'm just being sure...It's not that I don't have the trust, but I'm always thinking of my safety.)

Apolinario said he would only surrender to authorities if time comes that KAPA members' will request him to appear. Despite justice secretary Menardo Guevarra said Monday ensuring the safety of Apolinario so that the pastor could return the money of KAPA members who were alledgely scammed.

"As Secretary of Justice, I will use all the human powers in my hand and within the limits of our laws to give protection to Pastor Apolinario. It is to everyone's interest, especially to his millions of followers, that he remain alive to return their hard-earned money," he said to ABS-CBN News.

Earlier this month President Duterte ordered the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to shutdown all investment scams like Kapa-Community International, operating mainly in Southern Mindanao.
