According to GMA reporter Mav Gonzales on Twitter, the NPDC said that CCTV footage of the area showed that the "vendors" were supposedly paid to pose as if they were selling Chinese flags.

On a separate report eearlier, four vendors including a minor were arrested for supposedly selling Chinese flags in the Luneta park.

The group of vendors claimed that they are not selling flags and that the photos was paid by a stranger to do so.
Footage from the Luneta Park show a man apparently paying the vendors P100.
