Rodrigo "Onoy" Rivera, 62, has won the mayoral elections in Dolores, Eastern Samar against a doctor, who is a brother of the incumbent mayor.
Rivera is a vegetable vendor and former barangay chairman who finished second year highschool ran as an independent against Dr. Zaldy Carpeso of the PDP-Laban.
Despite of less machinery and money, only relying from friends who knew him from the public market, Rivera got 11,508 votes against Carpeso's 10,946 or a difference of only 562 votes.
"I asked help and thanked God. I thanked Him for granting my prayer. This victory is for the people, to provide the services that the people need, a service from the government that everyone can avail," said Rivera in Waray.
The third class municipality of Dolores has 46 barangays and 30,124 registered voters.
Meanwhile, Carpeso is the brother of the incumbent mayor, Shonny Niño, who also won the vice mayor post.
