A controversial bill seeking to impose the death penalty by firing squad on corrupt government officials has been filed in the House of Representatives. House Bill No. 11211, or the proposed Death Penalty for Corruption Act, authored by Zamboanga City 1st District Rep. Khymer Adan Olaso, aims to combat corruption by introducing capital punishment for those convicted of:


 


  •     Graft and corruption as defined under Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act.
  •     Malversation of public funds as defined under the Revised Penal Code.
  •     Plunder as defined under R.A. No. 7080.


Olaso argues that corruption remains "one of the gravest threats" to the Philippines' growth and development, justifying the need for a strong deterrent.  He believes that the death penalty will serve as a powerful message and discourage officials from engaging in corrupt practices.



The bill includes safeguards to ensure that the death penalty is applied judiciously.  Convictions would require affirmation by the Supreme Court, mandatory automatic review, and exhaustion of all legal remedies before execution.

"These safeguards aim to uphold the fundamental rights of the accused while ensuring that the imposition of the death penalty is applied only in cases where guilt is conclusively established," Olaso stated in his proposed bill.



This bill is expected to spark heated debate in Congress and among the public.  Proponents argue it's a necessary measure to combat deep-rooted corruption, while critics raise concerns about potential human rights violations and the possibility of wrongful convictions.

The proposed legislation comes at a time when the Philippines continues to grapple with corruption at various levels of government, hindering economic progress and eroding public trust. Whether this bill will gain traction and ultimately become law remains to be seen.
