Comelec Labels Francis Leo Marcos a Nuisance Candidate for 2025 Elections

Internet personality Norman Mangusin, who identifies as Francis Leo Marcos, has been disqualified from running in the 2025 midterm elections. The Commission on Elections (Comelec) declared him a nuisance candidate, a decision that follows his previous failed attempts to run for a Senate seat.

Mangusin first filed for a Senate seat in 2013, but his candidacy was rejected due to age requirements. In 2022, he was allowed to run and even managed to secure the 27th spot, falling short of the 12 available Senate seats.

For the 2025 elections, Mangusin once again filed his Certificate of Candidacy (COC), this time through representatives. However, the Comelec deemed his candidacy as nuisance, citing his lack of serious intent to run and his potential to disrupt the electoral process.

Mangusin's claim to be related to the Marcos family has been repeatedly denied by the family itself. Despite this, he continues to use the name Francis Leo Marcos and has even launched a campaign called the "Mayaman Challenge," urging wealthy individuals to help the poor.

In addition to his political aspirations, Mangusin has faced legal troubles, including an arrest in 2020 for violating the Optometry Law.
