  • Greenhills Shopping Center Named in USTR's Notorious Markets List, IPOPHL Responds

Manila, Philippines - The Intellectual Property Office of the Philippines (IPOPHL) is committed to enhancing its fight against counterfeiting and piracy, particularly in light of a recent report that flagged a Metro Manila shopping hub as a notorious market for fake goods.

The US Trade Representative's (USTR) 2024 Review of Notorious Markets for Counterfeiting and Piracy included Greenhills Shopping Center in San Juan, citing concerns about the prevalence of counterfeit goods despite ongoing efforts to address the issue.

In response, IPOPHL Officer in Charge Nathaniel Arevalo assured the public that the agency will "continue to study and monitor trends used in violating intellectual property rights." He emphasized the importance of protecting innovation and creativity to foster economic development.

The USTR report acknowledged the Philippine government's efforts to combat counterfeiting, including a transition program aimed at transforming Greenhills Shopping Center into a legitimate marketplace. This program involves rezoning the mall and encouraging sellers to shift to local products through incentives and prime locations.

Furthermore, the USTR recognized the Philippines' overall progress in enforcement against counterfeit goods nationwide.  IPOPHL reported a record-breaking seizure of fake goods worth $617.8 million from January to September 2024, surpassing the previous year's total. This achievement highlights the strengthened enforcement and collaboration among stakeholders.

However, the report also identified online marketplace Shopee for its persistent counterfeit issues across Southeast Asia and Latin America. Despite Shopee's efforts to implement intellectual property enforcement systems and improve policies, fake products continue to be a concern.

IPOPHL remains dedicated to protecting intellectual property rights and combating counterfeiting and piracy both online and offline. The agency will continue to work closely with stakeholders to address these challenges and promote a fair and competitive marketplace for legitimate businesses and consumers.
