Proposed PAGCOR Human Resource Development Policy

PAGCOR Human Resource Development Policy:

It shall be the prime objective of the Corporation to set a series of organized learning and personal intellectual enhancement programs and activities conducted within a specified period and designed to produce behavioral change among officers and employees towards human resource development consciousness.

More so, the individuals in the Corporation must be trained, developed, and educated by notable professionals and experts both local and abroad. The Corporation recognizes that, continued growth and stability depends upon the quality and adequacy of its human resources. It is therefore imperative, that officers and employees be developed to the optimum level of potentiality.

The Corporation’s Human Resource Development Program is founded on four (4) Core Principles:

First, human beings have the capacity for growth. Everyone in the Organization has the ability to grow and should strive constantly in this direction to maintain the Corporation’s sustainable growth,

Second, every individual is endowed with God given individuality and unique values. Thus, the Corporation recognizes each and every employee as a person in his own right, different from all others, and is capable of innovative contributions.

Third, an employee’s interest and the organizational objectives shall be integrated. The objectives of the Corporation with regard to Human Resource Development are:

1. To motivate and recognize members to strive hard to intensify their contribution to the Corporation that shall be treated in an ‘Equal Footing;’
2. To attract and retain competent employees through equal rights and equal opportunity to promotions and other employee development; and
3. To achieve maximum value from the employee’s work performance in consonance with the principles of Corporate Citizenship as a gesture of reciprocation to the training and development efforts of the Corporation.

On the other hand, the employee’s expectation shall be institutionalized as follows:

1. Equitable manpower development treatment;
2. Equal privilege and equal opportunities for deserved Advancements, Promotions, or Transfers;
3. Espousal of Human Resource ‘Mentoring System;’
4. Favorable work environment and condition in which maximum contributions shall be made; and
5. Being kept informed on trainings, promotions, and development matters affecting him by implementing ‘Mandatory Posting System.’

The achievement of both the Corporation’s objectives and the employee’s interest shall be integral. The growth of the Corporation depends upon its human resources. Conversely, the Corporation recognizes the dictum that: The morale of its members is in its highest when their basic need for security and recognition is met.

Lastly, the Corporation’s general maxim shall be, “Human Resource Development and Manpower Training is imperative to lay a strong foundation towards maximization of wealth and value creation.”
