Tension rises between Surigao Del Norte Congressman Ace Barbers and Surigao Del Sur Congressman Propero Pichay during a Charter Change hearing in the House of Representative.
The two were almost engaged in a fist fight after Barbers called Pichay's motion to recommend to the plenary the Constitutional assembly as a mode of Charter change "senseless and stupid."
"This is a point of order. Let us not entertain senseless motions, those are stupid motions," Barbers said.
