International Certificate of Vaccination (ICV) known as 'Yellow Card' for fully vaccinated OFWs now available

The International Certificate of Vaccination (ICV) also known as "yellow card" is now available for departing overseas Filipino workers (OFWs) or outbound travelers who have been fully vaccinated in the Philippines, according to the Philippine Overseas Employment Administration (POEA).

The agency advised that fully vaccinated OFWs may now secure the 'yellow card' when required by the host country through the Bureau of Quarantine (BOQ).

HOW TO APPLY FOR CERTIFICATION OF VACCINATION (ICV)?

OFW or outbound passengers may register for an appointment through https://boq.pisopay.com.ph.

"Outbound travelers who have been fully vaccinated in the Philippines may apply for an ICV or 'yellow card' with the Bureau of Quarantine (BOQ) if such is required in the country of destination," POEA said in an advisory No. 101 dated August 5.

"When making an appointment through the BOQ Medical Services OBS platform, applicants for ICV for COVID-19 must be able to pay through electronic means the amount of P300," the agency said.

For now the yellow card will be issued to OFWs until the Certificate of Vaccination Record Portal becomes fully operational.

Around 3,000 Filipino workers who were scheduled to fly back to their employers in Hong Kong have faced difficulty as Hong Kong government refused to recognize the vaccination certificates of  fully vaccinated individuals against COVID-19.

"Our vaccination cards are not accepted in Hong Kong because they are not connected to a single source. Poor OFWs going to their jobs in Hong Kong even if jabbed," Foreign Affairs Secretary Teodoro Locsin Jr. said in a Tweet.
