Philippine authorities have apprehended a Malaysian national accused of playing a key role in text scams that have plagued the country. The Cybercrime Investigation and Coordinating Center (CICC) announced on Tuesday that Thiang Choon Wee, believed to be the head of a syndicate, was arrested for supplying International Mobile Subscriber Identity (IMSI) catchers used in these scams.
IMSI catchers, also known as "stingrays," are devices that mimic legitimate cell towers, tricking nearby mobile phones into connecting to them. This allows criminals to intercept calls, text messages, and data, potentially leading to identity theft, financial fraud, and other harmful activities.
The CICC revealed that it had been monitoring Thiang Choon Wee's company since October 2024, gathering evidence of its involvement in supplying this illicit technology to scammers. This arrest sends a strong message that the Philippine government is taking decisive action against those who enable cybercrime, regardless of their nationality.
CICC Executive Director Alexander Ramos emphasized the government's commitment to protecting Filipinos from foreign scammers, stating, “Hindi papayag ang gobyernong ito lalong lalo na ang sambayanang Pilipino na paglaruan tayo ng mga dayuhang scammer. Lalabanan natin ito.” (This government, especially the Filipino people, will not allow foreign scammers to play with us. We will fight this.)
This arrest is a crucial step in combating the growing problem of text scams in the Philippines. By targeting those who supply the technology that enables these scams, authorities are disrupting the operations of criminal syndicates and making it more difficult for them to prey on unsuspecting individuals.
