Philippines may face UN sanction over death penalty

Manila, Philippines - The Philippines may suffered from UN sanction if it re-imposes the death penalty, Justice Secretary Emmanuel Caparas said. The Justice Secretary issued a strong warning in the wake of incoming President Rodrigo Duterte's pronouncements that he will going to revive the death penalty as part of his campaign promise to end illegal drugs, criminality and corruption within six month.

Caparas advised Duterte to conduct a thorough study of the matter.

"We do have international obligations, we do have commitment. And these obligations and commitment have to be reviewed as well, because that will have an impact on us," he told in a press conference.

The Philippines is bound by the second optional protocol to the International Covenant on Civil and Political Rights which was signed by the government on September 20,2006 and ratified on November 20,2007, Human rights and Free legal Assistance Group(FLAG) chairman Jose Manuel Diokno said as a reminder to the incoming administration.

Under Article 1 of the Protocol, "No one within the jurisdiction of a State Party to the present Protocol shall be executed." It also states that, "each State Party shall take all necessary measures to abolish the death penalty within within its jurisdiction."

The country may face international suctions if the Philippines fails to uphold its end in the agreement, sanctions from the international community " could be in the form of aid, this could be in the form of international cooperation and others."
