2000 pesos for "Areglo Receipt" by a traffic enforcer surface online

Despite of Duterte's administration effort of cleaning the agencies and build trust to the people still there are few who still doing the wrong thing. I saw this in my Facebook wall early morning, a foreign man with his pinay partner waiting for the traffic violation ticket with a traffic enforcer writing on the receipt. 

Then the traffic officer handed over the receipt to the driver and asked for the 2000pesos as payment to the violation. But this driver ask the enforcer why it is not written the 2000pesos payment, then suddenly the enforcer started looking for the drivers license of the driver for the intention of closing the discussions.  

Unfortunately this traffic enforcer doesn't know that he was secretly video by the passenger, which as of the posting it garnered a million views.
