Civil Service Eligibility Rules for Bar and Board Passers

 The Civil Service Commission (CSC) has clarified that individuals who have successfully passed the bar and board examinations are automatically eligible to work in government positions.


Under Republic Act No. 1080, the bar examinations administered by the Supreme Court and board examinations conducted by the Professional Regulation Commission are considered civil service examinations. This also applies to marine deck and engine officers licensed by the Maritime Industry Authority and passers of the Shari'ah Bar exam.



Licensed professionals can apply for government positions even if the role is unrelated to their field of practice. Additionally, bar and board passers are exempt from the master's degree requirement for certain positions, such as division chief and executive and managerial roles. This exemption applies to positions that involve professional practice or are related to fields regulated by bar or board laws.



To streamline the process, bar and board passers no longer need to visit CSC offices to apply or obtain a copy of their civil service eligibility. A valid professional license, certificate of registration/competency, or report of rating is sufficient proof of eligibility.


The next Civil Service Commission examinations are scheduled for March 25 and August 10, 2025.
