Cesar Montano's birthday greeting accidentally film a naked woman?

The actor Cesar Montano took a buzz online after he posted a birthday greeting video to Kagawad Crisanto Morales. The video went viral as netizens noticed a woman behind the video which seemed to appear naked.

The video still unclear if the woman is naked or is wearing a piece of clothing. As of the posting the video received different reactions from the netizens:
