E-Bikes & E-Trikes Banned on Major Metro Manila Roads from April 15

The Metropolitan Manila Development Authority (MMDA) announced a crackdown on e-bikes and e-trikes on major thoroughfares in Metro Manila starting April 15th.

Here's a breakdown of the key points:
  • Enforcement Starts April 15: The Metropolitan Manila Development Authority (MMDA) will begin apprehending violators on this date.
  • Information Dissemination: The MMDA plans an awareness campaign before enforcement starts.
  • Roads Covered: At least 19 major thoroughfares are initially included, with LGUs potentially adding more. (See list below)
  • Reason for Ban: The ban aims to address growing road safety concerns due to e-bikes and e-trikes.
  • Exemptions: Pedal-assisted e-bikes may still be allowed on designated bike lanes on major roads.

Classifications and Regulations Under Discussion

  • The Metro Manila Council (MMC) and MMDA are working on further regulations for e-bikes and e-trikes.
  • Issues being considered include classifications of these vehicles and designated use areas.
  • Registration and driver's license requirements are also being discussed by the Land Transportation Office (LTO).

Not a New Restriction

  • The MMDA clarifies that a 2020 memorandum already prohibited e-bikes and e-trikes on national roads and major thoroughfares.

Focus on Regulation, Not Ownership

  • The MMDA emphasizes that the goal is not to eliminate e-bikes and e-trikes entirely.
  • They aim to regulate their use to improve road safety. Concerns include minors driving e-trikes on major roads.

Impounding and Penalties

  • Riders with driver's licenses will likely receive citations for violations.
  • Unregistered e-trikes with unlicensed drivers may be impounded.
  •  Fines for those who will violate the prohibition will be PHP 2,500.

LTO Considering E-Bike/Trike Regulations

  • The LTO is holding consultations regarding registration and driver's license requirements for e-bikes and e-trikes.
